BADUNG, DEWATA.NEWS – The Badung Regency Public Order Agency (Satpol PP) has initiated a formal enforcement process following a legislative inspection that found Bali Padel Academy operating with incomplete permits in Canggu, North Kuta.
Satpol PP Badung confirmed that the facility’s management has been summoned for an initial clarification as part of the regional regulation enforcement mechanism.
The move follows a recent inspection by the Badung Regional House of Representatives (DPRD) at the sports complex on Jalan Babakan Kubu.
Head of Regional Regulation Enforcement at Satpol PP Badung, I Nyoman Kardana, said the summons represents the first procedural step rather than an immediate sanction.
“The call was made to seek initial clarification and to follow up on findings from the field, including permit compliance,” he explained.
Kardana emphasized that Satpol PP is required to follow the Standard Operating Procedure for Regional Regulation Enforcement (SPPP), which prioritizes administrative stages and guidance. “We do not directly close businesses. The process begins with coaching and administrative steps,” he said.
Under the current stage, the operator has been asked to submit a written statement and has received a warning that includes a temporary suspension of activities while permit issues are addressed.
According to Satpol PP, businesses are typically given a grace period, generally up to seven days, to begin resolving outstanding licensing requirements before further action is considered.
Authorities noted that the management is currently coordinating with the Badung Public Works and Spatial Planning Agency (PUPR) regarding technical aspects of compliance.
“At this point, the approach remains advisory and corrective. We are identifying which permits are missing and how the process should proceed,” Kardana added, noting that the local council had also granted time for permit processing given the business’s tax compliance record.
The case follows an inspection conducted on December 17, 2025, by a joint delegation from DPRD Badung Commissions I, II, and III. The inspection aimed to ensure businesses operate in line with zoning and licensing regulations.
Officials from multiple agencies, including PUPR, the Investment and One-Stop Service Agency (DPMPTSP), the Environmental and Forestry Agency (DLHK), the Regional Revenue Agency (Bapenda), and Satpol PP, were present.
During the inspection, Badung officials explained that the facility is located within a designated agricultural zone, which currently prevents the issuance of key permits such as a Building Approval (PBG), Functional Feasibility Certificate (SLF), and required environmental documents.
The explanation was delivered as part of a regulatory guidance process to clarify spatial planning rules.
A representative from Badung PUPR, Larasati, said the agency has issued staged warning letters and is encouraging continued coordination.
“We hope there will be constructive communication and regulatory adjustments to prevent future zoning violations,” she stated.
From a fiscal perspective, Bapenda Badung confirmed that Bali Padel Academy has been registered as a local taxpayer and has consistently paid regional taxes since 2023.
The facility reportedly contributes an average of approximately IDR 250 million per month in local tax payments, which authorities acknowledged as a sign of good faith while the regulatory process continues.
