BADUNG, DEWATA.NEWS – Local authorities in Badung Regency are investigating the closure of a 50-meter section of an active irrigation channel in Subak Piling, Desa Munggu, following public concerns that the concrete structure could disrupt water supply to surrounding rice fields.
The irrigation channel, part of Bali’s traditional subak system, remains in use and plays a key role in distributing water to local farmland. Farmers have raised concerns that the concrete covering may interfere with water flow and affect agricultural activity in the area.
In response, Satpol PP Badung has issued a formal summons to the investor linked to the construction. The meeting is scheduled for Monday, January 5, 2026. Several related parties have also been invited, including the head of the local subak (Pekaseh), the village head of Munggu, and representatives from relevant government agencies such as the Badung Public Works and Spatial Planning Office (PUPR).
Head of Regional Regulation Enforcement at Satpol PP Badung, I Nyoman Kardana, confirmed that the summons was sent on Tuesday, December 30, following a site inspection by enforcement officers.
“Yes, our team has conducted a field inspection and found that the irrigation channel was indeed covered with concrete along a 50-meter section in Subak Piling, Munggu,” Kardana said.
According to Kardana, the upcoming meeting aims to clarify the purpose and intent behind the concrete construction. The involvement of the PUPR office is intended to determine whether the structure violates existing regulations.
“On January 5, 2026, we will request clarification from the party involved, and we will also seek an assessment from PUPR, as they are the authority that can determine whether this constitutes a violation,” he explained.
At this stage, Satpol PP Badung has not confirmed the background or function of the concrete installation. Kardana noted that, under local regulations, construction over irrigation channels and rivers is generally considered a violation, though a formal determination will depend on the technical assessment.
“We will first hear the explanation. If it is confirmed as a violation, then further action will follow,” he added.
Kardana also revealed that a similar case of irrigation channel concreting had occurred at another subak within Munggu Village. In that earlier case, the structure was dismantled by the responsible party.
The investigation remains ongoing as authorities await clarification and technical evaluation from the relevant agencies.
