BADUNG, DEWATA.NEWS – Badung Regency authorities have begun investigating 20 buildings along a river in Tibubeneng Village, North Kuta, following concerns that riverbank development may have narrowed the waterway and contributed to recent flooding.
The action follows an order from Badung Deputy Regent Bagus Alit Sucipta, who instructed agencies to take immediate mitigation steps in flood-prone areas. The buildings under review include villas, hotels, shops, and private residences located along the river corridor.
Badung Civil Service Police Unit (Satpol PP) head I Gusti Agung Ketut Suryanegara said the initial phase focuses on collecting field data and verifying permits and land ownership.
“This activity follows the Deputy Regent’s instruction to carry out early mitigation by gathering initial data and facts on the ground. We are verifying permits and ownership of business buildings located near the river,” Suryanegara said on Monday, 15 December 2025.
The data collection is being conducted by a joint investigative team involving the Badung Public Works Agency (PUPR), Housing and Settlement Agency (Perkim), Environmental and Sanitation Agency (DLHK), the North Kuta sub-district office, Tibubeneng village authorities, and local neighborhood heads from Banjar Tegal Gundul and Berawa.
Satpol PP said a deeper investigation will follow once property owners attend clarification sessions and present documentation related to land ownership and business permits. The findings will then be coordinated with the Badung One-Stop Investment and Licensing Agency (DPMPTSP) and the Badung Land Agency (BPN).
“The suspected narrowing of the river is still under study. Information from local neighborhood heads suggests this may be the case, and we will cross-check ownership data of the 20 businesses with records from BPN Badung,” Suryanegara said.
During the clarification process, Satpol PP will be accompanied by officials from PUPR, Perkim, and DLHK. Once all data has been verified, the results will be submitted to the Badung Regent, Deputy Regent, and Regional Secretary for a final decision on possible enforcement measures affecting the buildings.
The investigation follows a site visit by Deputy Regent Bagus Alit Sucipta on Sunday, 14 December 2025, to two flood-affected locations in North Kuta: Krisnantara area in Tibubeneng and Jalan Sri Kahyangan in Canggu. The visit aimed to ensure faster flood response and identify structural causes of repeated water overflow.
“I have ordered immediate mitigation because there are buildings constructed right up to the riverbank. This is suspected to be causing the narrowing of the river,” Sucipta said during the inspection.
Authorities said the investigation is part of broader flood mitigation efforts in North Kuta, an area that has experienced repeated flooding following heavy rainfall in recent weeks.
