Bali Authorities Issue Warning as Seminyak Restaurant Continues Operating Despite Temporary Closure Order

BADUNG, DEWATA.NEWS – Bali authorities have issued a formal warning to a restaurant in Seminyak after it was found to be continuing operations despite a temporary closure order recommended by the Bali Provincial Legislative Council’s Special Committee on Spatial Planning, Regional Assets, and Licensing (Pansus TRAP).

The business, Queen’s Tandoor Restaurant, located on Jalan Raya Seminyak No. 1, Kuta District, Badung, was observed operating on Monday night (February 2, 2026). While the ground floor appeared closed, the bar area remained open to guests, and the second floor was fully operational and crowded with patrons.

Head of Bali Provincial Public Order Agency (Satpol PP Bali), I Dewa Nyoman Rai Dharmadi, confirmed that his office has taken enforcement steps following the violation. “Today we have issued the first warning letter (SP1). We are ready to take firm action against any violations in accordance with standard operating procedures,” he said on Wednesday (February 4, 2026).

Dharmadi stated that if the first warning is ignored, authorities will proceed with subsequent enforcement stages, including second and third warning letters. Should the restaurant continue to operate without compliance, the case could escalate to permanent closure.

The issue has also drawn attention from the Pansus TRAP of the Bali Provincial Council. According to the committee, the restaurant’s owners, listed as Mr. Lavesh, Mr. Ramesh, and Mr. Puneet Malhotra, have failed to attend three scheduled hearings with the council.

Secretary of Pansus TRAP, I Dewa Nyoman Rai, described the repeated absence as a disregard for local authority. “If warnings are ignored and business activities continue, demolition of the building becomes a legal consequence,” he said on Wednesday.

Previously, PT Queen’s Tandoor Restaurant had been granted a two-week grace period to complete its licensing requirements and adjust the building in line with regulations. However, authorities said the obligations were not fulfilled by the deadline.

Based on an official clarification report issued by the Bali Satpol PP investigation team on December 8, 2025, the restaurant management was unable to present complete licensing documents during inspections.

Authorities allege that the business has violated Bali Regional Regulation No. 2 of 2023 on the Bali Spatial Plan 2023–2043 and Regional Regulation No. 5 of 2023 on Public Order and Community Peace. The violations may result in layered administrative sanctions, ranging from written warnings and business closure to license revocation, building demolition, and potential minor criminal charges.
