BADUNG, DEWATA.NEWS – Members of Badung Regency’s Regional House of Representatives (DPRD), along with local government agencies, conducted an on-site inspection at Bali Padel Academy in Canggu on Wednesday, December 17, 2025, and found that the sports and bar facility has been operating without complete permits.
The inspection involved Commission I, II, and III of the Badung DPRD, following public reports alleging licensing violations. The facility, located on Jalan Babakan Kubu in North Kuta, has been in operation since 2023 and is classified as a foreign investment company (PMA).
According to inspection findings, Bali Padel Academy lacks several mandatory permits, including a Building Approval (PBG), Certificate of Feasibility (SLF), and Environmental Impact Assessment (AMDAL).
Authorities also confirmed that the business is built on rice fields designated as protected agricultural land (LP2B), making it incompatible with existing zoning regulations.
The Badung Public Works and Spatial Planning Agency (PUPR) acknowledged that the business had previously received three official warning letters, none of which have been complied with.
“This type of building does not align with land-use designation and violates spatial planning rules because it is located in an agricultural zone. We have issued Warning Letters I, II, and III, and are now awaiting follow-up action from Satpol PP,” said Larasati, a representative from PUPR Badung.
Officials from the Investment and One-Stop Integrated Service Agency (DPMPTSP) and the Environmental Agency (DLHK) reiterated that permits could not be issued due to the site’s zoning status. Authorities also noted discrepancies between the registered business address and the actual operating location.
Despite lacking permits, the Badung Regional Revenue Agency (Bapenda) confirmed that Bali Padel Academy has held a regional taxpayer identification number (NPWPD) and has been paying local taxes since 2023.
“Records show the business pays approximately IDR 250 million in taxes each month,” said I Made Dedy Sandrawan, Acting Secretary of Bapenda Badung.
Deputy Chair of DPRD Commission I, I Gusti Lanang Umbara, stated that the inspection was a direct response to community complaints.
“We followed up on public reports, and after verification, it is clear the business does not have basic permits such as PBG, SLF, or AMDAL,” he said.
While acknowledging the company’s tax compliance, the council has given the management until December 24, 2025, to coordinate with relevant agencies regarding licensing issues.
“There is good faith shown through tax payments. However, licensing must still be resolved, and we have given them time to coordinate with technical agencies,” Lanang Umbara added.
If the licensing issues remain unresolved, the Badung DPRD indicated it may recommend firm enforcement measures and has requested regular progress reports from related government agencies.
