GIANYAR, DEWATA.NEWS – Local authorities in Gianyar have temporarily stopped a restaurant construction project in the Ceking area of Tegallalang following a permit inspection conducted on Wednesday (January 28).
The temporary halt was enforced by the Gianyar branch of the Civil Service Police Unit (Satpol PP), working alongside technical agencies and local officials, after an on-site review found that the project did not meet several regulatory requirements.
According to the inspection team, the building has not yet secured a valid Building Approval (Persetujuan Bangunan Gedung/PBG), as required under Gianyar Regional Regulation No. 1 of 2022 on building administration. Inspectors also identified issues related to a primary drainage channel that lacks technical approval from the local Public Works and Water Resources Office.
Further concerns were raised regarding the project’s proximity to a river zone. The construction site borders a designated river basin area and has not obtained the mandatory recommendation from the regional water authority. From a spatial planning perspective, officials noted that the Ceking area is regulated under the Detailed Spatial Plan, which prohibits developments that obstruct natural landscape views.
Head of Satpol PP Gianyar, I Putu Yudanegara, said the decision reflects the local government’s commitment to enforcing regulations and protecting the area’s environmental and spatial integrity.
“We are acting in accordance with national laws and local regulations. As long as the required permits are incomplete, construction activities must be temporarily stopped,” he stated. “This is essential to ensure legal certainty, proper spatial planning, and environmental preservation in the Ceking area.”
He added that Satpol PP will continue monitoring the site to ensure no construction resumes before all legal and technical requirements are fulfilled. “Our team will conduct ongoing supervision to prevent any activity until full compliance is achieved,” he said.
Authorities expect the developer to complete all outstanding permits and approvals before construction can legally resume. The Ceking area is widely known for its scenic rice terrace views and is subject to strict spatial and environmental regulations due to its tourism and cultural significance.
