Glass Lift at Kelingking Beach Still Standing as Bali Authorities Continue Supervision Ahead of Demolition Deadline

KLUNGKUNG, DEWATA.NEWS – The controversial glass lift structure at Kelingking Beach, Nusa Penida, remains standing despite an official order from Bali Governor Wayan Koster instructing the investor to dismantle the project due to multiple regulatory violations.

The demolition order was issued on November 23, 2025, following findings by the Bali Provincial Legislative Council’s Special Committee on Spatial Planning, Assets, and Licensing (Pansus TRAP).

The committee concluded that the 180-meter-high glass lift project, developed by PT Indonesia Kaishi Tourism Property Investment Development Group, violated several spatial, environmental, and tourism regulations. The governor granted a six-month deadline for voluntary demolition.

Bali Civil Service Police Unit (Satpol PP) confirmed that intensive monitoring is ongoing during the grace period. “The demolition has not yet been carried out by the developer. However, we continue strict supervision in coordination with Klungkung Regency Satpol PP,” said Dewa Dharmadi, Head of Bali Satpol PP, on Thursday (December 18, 2025).

Dharmadi also addressed circulating social media claims suggesting construction had resumed. “There has been no further construction activity. The video circulating online is old footage recorded before the project was halted by the DPRD special committee,” he stated.

Authorities emphasized that while the timing of demolition remains the developer’s responsibility, the government is preparing alternative enforcement measures should the order be ignored. “If demolition is not carried out, other policy mechanisms will be implemented to ensure the process is completed,” Dharmadi added.

Responding to support from the Nusa Penida Traditional Village Forum for the project’s continuation, provincial officials reiterated that construction cannot proceed. They cited clear legal violations and concerns raised by observers about potential monopolization of Kelingking Beach’s natural viewpoint if the glass lift were completed.

“If the glass panels were installed, photo access would be limited to those inside the lift,” Dharmadi said, adding that plans for a multi-level restaurant inside the structure had not been widely disclosed to the public. “This is a fully commercial building. There is no guarantee the sustainability of the destination would be preserved under such development,” he stressed.

Environmental concerns were also highlighted, as parts of the project include concrete foundations built within coastal and marine conservation zones, specifically areas designated for sustainable fisheries.

Officials warned that such development threatens the original landscape, coastal ecology, and cliff stability at one of Bali’s most iconic natural landmarks.

Governor Koster previously detailed five major violations linked to the project, covering spatial planning, environmental licensing, building permits, marine zoning regulations, and cultural tourism standards. Sanctions include mandatory demolition, restoration of the affected area, and potential administrative or criminal penalties.

Based on DPRD recommendations, the Bali Provincial Government and Klungkung Regency have ordered the complete halt of all construction, required the developer to fund and carry out the demolition, and mandated post-demolition restoration within three months.

If the developer fails to comply within the six-month deadline, the government has stated it will carry out the demolition directly in accordance with prevailing laws.

Governor Koster emphasized that the decision prioritizes the long-term protection of Bali’s natural environment, cultural integrity, and sustainable tourism future, ensuring Kelingking Beach remains accessible and preserved for future generations.
