Bali Immigration Grants Emergency Stay Permits and Waives Overstay Fines Amid Flight Cancellations

BADUNG, DEWATA.NEWS – The Ngurah Rai Immigration Office in Bali has issued Emergency Stay Permits (Izin Tinggal Keadaan Terpaksa/ITKT) for foreign nationals affected by international flight cancellations linked to escalating conflict in the Middle East.

In addition to granting temporary stay permits, immigration authorities have waived overstay fines, setting penalties at IDR 0 for foreign nationals who exceed their permitted stay due to canceled flights.

Head of the Bali Regional Office of the Directorate General of Immigration, Felucia Sengky Ratna, said the policy refers to Circular Letter Number IMI-590.GR.01.01 of 2025 and was introduced in response to global force majeure conditions impacting travelers in Bali.

“The ITKT policy and overstay fine exemption reflect our empathy and commitment to maintaining Indonesia’s tourism image. We want to ensure that tourists are not burdened by circumstances beyond their control,” Sengky said in a written statement on Tuesday (March 3, 2026).

Ngurah Rai Immigration Office Head Bugie Kurniawan stated that officers have implemented a responsive service mechanism to handle affected travelers. Immigration staff are on standby at I Gusti Ngurah Rai International Airport to process emergency stay permits.

“We guarantee that the ITKT issuance process will be completed on the same day. Our officers are ready to handle this emergency situation so that foreign nationals do not need to worry about their immigration status while waiting for new flight schedules,” Bugie explained.

Application Requirements and Service Points

Foreign nationals applying for an ITKT must present their original passport, a flight cancellation letter issued by the airline, and proof of the canceled ticket. As of March 2, 2026, a total of 35 foreign nationals had applied for ITKT extensions at the Ngurah Rai Immigration Office.

Those who are unable to process an ITKT extension at the immigration office may still receive overstay fine exemptions at the Immigration Checkpoint (TPI) at Ngurah Rai Airport. Applicants must provide an official letter from airport authorities or the relevant airline confirming the cancellation.

Some affected foreign nationals have chosen to depart Indonesia via alternative routes to safer destination countries, according to immigration officials.

To support affected travelers, Ngurah Rai Immigration has opened a helpdesk at the second floor of the International Departure Terminal at Ngurah Rai Airport, as well as at the Ngurah Rai Immigration Office in Jimbaran. Authorities also stated that officers are prepared to provide outreach information services directly to hotels where affected foreign nationals are staying.

Flight Cancellations Impact Thousands

Airspace closures in several countries following the escalation of conflict in the Middle East have led to multiple flight cancellations at Ngurah Rai Airport.

As of 1:00 p.m. WITA on Monday (March 2), 15 international flights had been canceled, consisting of eight departures and seven arrivals, according to PT Angkasa Pura Indonesia.

Gede Eka Sandi Asmadi, Head of Communication and Legal Division at PT Angkasa Pura Indonesia Ngurah Rai, said that 3,197 departing passengers were affected by the cancellations.

“However, we can confirm that overall flight operations and airport services at I Gusti Ngurah Rai International Airport continue to run normally and optimally,” he stated.

For international visitors in Bali, immigration authorities advise affected travelers to contact their airline and visit the designated immigration service points if assistance with stay permits is required.
