KLUNGKUNG, DEWATA.NEWS – Authorities in Klungkung Regency have visited a dog shelter operated by a foreign national in Nusa Penida after local residents complained about persistent barking noises coming from the facility, particularly at night.
The shelter, located in Sakti Village, Nusa Penida District, is currently under review by Klungkung Public Order Agency (Satpol PP) following reports from nearby residents who said the noise has disrupted the surrounding neighborhood.
Klungkung Satpol PP Chief Dewa Putu Suwarbawa said local officials had already inspected the site together with village authorities to assess the situation on the ground.
“The Nusa Penida Public Order Section and Sakti Village authorities have checked the conditions directly at the location,” Suwarbawa said on Wednesday, May 13, 2026.
According to local regulations, pet owners are required to ensure animals under their care do not disturb nearby communities, damage property, or create environmental problems. Authorities said the foreign-run shelter could potentially violate provisions under Klungkung Regional Regulation No. 2 of 2014 on Public Order.
Satpol PP officials also conducted an educational approach with the shelter operator regarding the applicable rules on animal maintenance and neighborhood disturbance.
“We have also provided education regarding the potential violation of the Klungkung Public Order Regulation, particularly the section concerning animal keeping,” Suwarbawa explained.
To address the dispute, local authorities facilitated a mediation process between residents and the foreign national managing the shelter. A formal meeting has been scheduled at the Sakti Village Office to hear explanations from both sides and seek a balanced resolution.
“We want to hear the situation more completely and fairly, so we have arranged mediation at the Sakti Village Office,” he said.
Authorities also plan to review any permits or operational documents related to the shelter as part of the ongoing assessment.
Meanwhile, a local resident who requested anonymity said nearby households have been disturbed by continuous barking, especially during nighttime hours because the shelter is located close to residential areas.
“Residents are disturbed by the barking, especially at night, because the location is near homes,” the resident said.
The case has drawn attention in Nusa Penida, a rapidly developing tourism area that has seen increasing numbers of foreign residents and animal rescue initiatives in recent years.
