BADUNG, DEWATA.NEWS – Several villas in Canggu, North Kuta, have begun dismantling parts of their properties after authorities confirmed that the buildings encroached on protected riverside land. The self-demolition followed findings that approximately 2.5 are (250 m²) of government-owned riverbank and river body had been taken over and converted into a private parking area by one of the villas.

Local regulations classify riverbanks as protected zones that cannot be developed. Before demolition commenced, the violating villa was sealed and prohibited from operating.

According to Badung Public Order Agency (Satpol PP), the owners began removing the illegal structures voluntarily after the agency issued a formal instruction to comply with river setback rules.

Head of Badung Satpol PP, I Gusti Agung Ketut Suryanegara, said the villa management showed willingness to follow the law. “Yes, they started dismantling on their own on 24 November 2025. The demolition follows the limits set by their land certificate and the required river setback,” he explained on Monday, 1 December 2025.

The 2.5-are area was confirmed as illegally occupied based on joint measurements conducted by the National Land Agency (BPN), the Public Works and Spatial Planning Office (PUPR), and the Bali–Penida River Basin Agency (BWS).

“The team inspected the site some time ago. The area that must be dismantled is 2.5 are, based on measurements from BPN and recommendations from PUPR and BWS Bali–Penida,” Suryanegara added.

Although the villa owners have shown cooperation, the official demolition decree from the Badung Regent has not yet been issued. Suryanegara emphasized that a formal order remains necessary.

“They are dismantling voluntarily, and we appreciate that. But we still request the decision letter and demolition order. These documents allow us to act if the demolition turns out to be only a formality,” he said.

For now, the agency continues a persuasive approach. “We appreciate their preventive efforts. If there is no progress, we can take stricter action,” Suryanegara noted.

The encroachment was first confirmed after BPN completed its river boundary measurements, showing that 2.5 are of river setback were used for villa construction. Satpol PP later installed boundary markers to clearly separate private land from protected riverbank land.

Further inspections revealed four villas violating the setback regulations: Vila Trinity, Vila Manggo, and two unnamed units. Nyoman Kardana, Head of Enforcement at Badung Satpol PP, stated that joint measurements by BPN Badung, BWS Bali–Penida, and PUPR Badung confirmed the violations.

“Measurements identified four properties, first near the main road is Vila Trinity, followed by two unnamed units, and the fourth is Manggo Villa,” Kardana said.

The villa owners have been instructed to continue the self-demolition process until all illegal structures are removed.
