BADUNG, DEWATA.NEWS – Authorities in Badung Regency have temporarily halted a large-scale villa construction project in Kerobokan Kelod, North Kuta, after the developer was found to be operating without complete building permits.

The enforcement action was carried out by the Badung Civil Service Police Unit (Satpol PP Badung), following reports from local residents who raised concerns about ongoing construction activities in the area. The project site is located not far from Kerobokan Prison.

According to initial information, the villa development is believed to involve foreign investment, reportedly linked to Australian nationals. However, authorities emphasized that ownership details are still under review.

Satpol PP officers conducted an on-site inspection on December 23, 2025. The inspection found that construction was continuing despite the absence of a Persetujuan Bangunan Gedung (PBG), a mandatory building approval required before construction can proceed.

Head of Investigation and Enforcement at Satpol PP Badung, Ida Bagus Ratu, said the developer currently holds only a Nomor Induk Berusaha (NIB) and Kesesuaian Kegiatan Pemanfaatan Ruang (KKPR).

“Based on our field inspection, the project has obtained an NIB and KKPR, but it does not yet have a PBG. Without a PBG, construction activities are not permitted,” Ida Bagus Ratu said on Monday (January 12).

He explained that NIB and KKPR are preliminary requirements before applying for a PBG. Until the building approval is formally issued, all construction must be suspended. Further checks revealed that the project plan includes the development of up to 70 villa units.

Regarding ownership, Satpol PP said it has not verified the nationality of the investors individually. During inspections and administrative procedures, the authorities dealt with a locally appointed representative who held a valid power of attorney.

“We have not confirmed the nationality of each investor. Our process focuses on the authorized local representative based on the documents provided,” he said.

On December 29, 2025, the investor’s representative attended a formal examination at the Satpol PP Badung office. During the session, the developer was required to sign a written statement agreeing to temporarily stop all construction activities until all required permits, including the PBG, are completed.

Ida Bagus Ratu added that the project site is located within a yellow zoning area designated for R3 residential use, which in principle allows development. However, all construction activities must strictly comply with applicable permitting procedures.

At present, Satpol PP Badung is applying a guidance-based enforcement process in line with standard operating procedures, starting from Warning Letter 1 through Warning Letter 3. Authorities stated that further action will be considered if the developer fails to cooperate.
