BADUNG, DEWATA.NEWS – The Badung Regency administration is accelerating progress on the Southern Ring Road (Jalan Lingkar Selatan/JLS), with land acquisition set to proceed for the Pedati–Balangan Beach–Jimbaran section. Completion of this phase is expected to pave the way for physical construction between 2026 and 2027.
Head of Road and Bridge Development at the Badung Public Works and Spatial Planning Agency (PUPR), I Putu Teddy Widnyana Putra, said outreach and socialization efforts have been conducted with landowners along the three planned routes.
“In 2026, we invited all landowners, both those whose land has been measured and those not yet identified. In general, they agreed and have signed statements approving the development plan for the three Southern Ring Road routes,” Teddy said on Thursday (January 22).
He explained that land acquisition had been delayed in 2025 because some landowners had not yet been identified, requiring route adjustments in line with the approved location plan. Most of the land along the Pedati–Balangan Beach–Jimbaran corridor is owned by Bali Pecatu Graha and Jimbaran Hijau, both of which have expressed full support for the government’s program.
The next stage will involve re-establishing boundary markers starting next week, beginning from Pedati through Balangan Beach to Jimbaran. This will be followed by official measurements by the National Land Agency (BPN), asset valuation by independent appraisers, and compensation negotiations with affected landowners.
“Based on leadership directives issued on January 19, payments to the community are targeted for completion by April, so physical construction will not be delayed,” Teddy said.
With community and stakeholder support, the Badung administration remains optimistic that construction of the Southern Ring Road can begin as planned in 2026–2027. If land acquisition for the previously delayed third route is finalized, land procurement for Segment 4 of the JLS will reach full completion.
The final route will connect Pecatu to Jimbaran over a total length of approximately 12 kilometers, stretching from the Pecatu Suluban area to Karang Mas Sejahtera Road. Karang Mas Sejahtera Road is planned as one of the JLS exit points toward the Kali intersection.
Badung Regent I Wayan Adi Arnawa has also prepared an alternative access plan to prevent future traffic congestion. The proposal includes a new road link from the Wana Giri intersection to Uluwatu Road, extending to Udayana University’s campus road.
“If all traffic is directed to the Kali intersection, new congestion could occur. That’s why we plan to connect it to the Udayana University campus road,” he said.
