BADUNG, DEWATA.NEWS – The Badung Civil Service Police Unit (Satpol PP) has issued a second summons to nine property owners located upstream along the river corridor on Jalan Sri Kahyangan, Berawa, Tibubeneng Village, North Kuta, to clarify building permits and request a one-meter setback from the riverbank.
Badung Satpol PP head I Gusti Agung Ketut Suryanegara said the explanation focused on properties situated upstream, which he described as having a significant impact on irrigation flow.
“We have summoned nine representatives of property owners again. These are buildings located upstream, not downstream. The upstream section greatly affects the river’s irrigation flow,” Suryanegara said on Thursday (January 22, 2026).
The Badung Regency administration plans to construct an inspection road along the river to support routine monitoring, improve water flow, and provide access for Public Works and Spatial Planning (PUPR) officers to remove trash and sediment buildup.
“The government is not taking this one-meter area as public property. The purpose is solely to build an inspection road to ensure cleanliness and smooth water flow in the irrigation channel,” he said.
According to the clarification, seven of the nine buildings are villas, while the remaining two consist of one residential house and one small shop. All are affected by the inspection road plan.
“Most of them are villas. Their ownership rights are not lost, and the inspection path remains part of their land. It can only be used by the landowners themselves and Public Works officers,” Suryanegara explained.
The approach follows a flooding incident on December 12, 2025, when water levels in parts of Jalan Sri Kahyangan reportedly rose to nearly two meters due to clogged river flow and limited access for cleanup equipment.
“We do not want a repeat of what happened on December 12, especially near the Gang Sri Kahyangan bridge where flooding reached almost two meters. This is to encourage owners to independently dismantle or move their walls back,” he said.
Satpol PP and the Badung PUPR Agency have been deployed to the site to verify land boundaries designated for the inspection road. If no obstacles arise, one property owner is expected to begin voluntary dismantling this week as a pilot.
“Hopefully, as early as this week, one owner will be the first to move back their structure. We have instructed officers to recheck the site with Public Works to confirm the exact area,” Suryanegara added.
Previously, seven other property owners near the river bridge had also been summoned and asked to independently dismantle or rearrange boundary walls to allow heavy equipment access for river cleaning and sediment normalization.
