Badung Council Halts Wedding Chapel Project Above Sacred Suluban Cave

BADUNG, DEWATA.NEWS – The Badung Regional Legislative Council (DPRD Badung) has temporarily halted the construction of a wedding chapel on the cliff at Suluban Beach, Pecatu Village, South Kuta, citing concerns over its location directly above a cave considered sacred by local residents.

Deputy Chair of Commission I of DPRD Badung, I Gusti Lanang Umbara, said the project site sits above Goa Suluban, a cave that holds cultural and spiritual significance and is also a key tourist attraction in the area.

“There is a cave beneath the site, Goa Suluban, which is considered sacred by the community and is also one of our tourism destinations. It is an important tourism icon at Suluban Beach,” Lanang said during an on-site inspection on Tuesday (February 3, 2026).

The inspection involved officials from the Public Works and Spatial Planning Agency (PUPR), the Licensing Agency, and the Badung Civil Service Police Unit (Satpol PP). Based on the findings, the developer has not yet applied for a Building Approval (Persetujuan Bangunan Gedung/PBG).

Lanang noted that while the project has already obtained a Business Identification Number (NIB) through the national Online Single Submission (OSS) system, additional permits are still required before any construction can proceed.

“After obtaining the NIB through OSS, the developer must apply for a PBG from the Badung Regency government. Following that, environmental documents such as UKL-UPL must also be processed. Only after all permits are completed can activities resume,” he said.

He also raised safety and environmental concerns related to building on a cliff edge, including the risk of structural failure, landslides, or damage to the cave below. Improper cliff development, he warned, could also contribute to marine pollution.

In addition to the wedding chapel, the proposed development includes facilities for meetings, incentives, conferences, and exhibitions (MICE), as well as restaurants and real estate projects. Satpol PP Badung has installed boundary lines at the site to enforce the temporary suspension of all activities. The project is managed by PT Akmanindo Uluwatu Bali.

“Our recommendation to the local government is clear: all activities must stop immediately until the developer provides clarification to the Badung Regency administration,” Lanang said.

Separately, Chair of Commission II of DPRD Badung, I Made Sada, highlighted the absence of waste management facilities at the project site. He stressed that investors in Bali are required to provide on-site waste processing facilities as part of responsible development practices.

“I did not see any waste processing facilities here. It is now mandatory for development projects to include proper waste management,” Sada said.

The temporary suspension remains in effect pending clarification and the completion of all required permits and environmental assessments.
