Bali Government Maintains Demolition Order for Kelingking Glass Elevator Project in Nusa Penida

KLUNGKUNG, DEWATA.NEWS – Construction of a glass elevator project approximately 180 meters high at Kelingking Beach, Nusa Penida, remains standing despite an official demolition order issued by Bali Governor Wayan Koster.

The governor instructed the investor, PT Indonesia Kaishi Tourism Property Investment Development Group, to dismantle the structure within six months starting from Nov 23, 2025. The order followed findings by the Bali Regional House of Representatives’ Special Committee on Spatial Planning, Regional Assets, and Licensing (TRAP), which concluded that the project violated multiple spatial planning, environmental, and marine conservation regulations.

The project is located in Banjar Karang Dawa, Bunga Mekar Village, Nusa Penida.

Head of Bali Public Order Agency (Satpol PP), I Dewa Nyoman Rai Dharmadi, said authorities are currently prioritizing a gradual and administrative approach.

“The first warning letter expires on Feb 27, 2026. On that date, we will issue a second notification letter to PT Indonesia Kaishi Tourism Property Investment Development Group so they can proceed with voluntary demolition,” he said on Wednesday (Feb 25).

Dharmadi added that if the investor fails to respond after the second notice, the Bali Provincial Government, together with its legal team, will determine further enforcement steps.

“The target remains demolition. We are giving them the opportunity to take responsibility and dismantle it voluntarily. If not, we will proceed with the next legal measures. We will ensure the demolition is carried out,” he stated.

During the six-month deadline period, Satpol PP Bali has continued monitoring the site in coordination with Klungkung Regency authorities. Officials confirmed that construction activities cannot continue due to multiple regulatory violations.

Authorities also raised concerns about potential restriction of public access to the natural viewpoint of Kelingking Beach. If the glass structure were fully completed, there are concerns that visitor access to the iconic cliff panorama could become limited to specific viewing facilities within the project.

In addition to the elevator, the development reportedly includes plans for a multi-level restaurant. Local residents are said not to have been fully informed about the detailed development plans.

Environmental concerns have also been highlighted. Concrete structures have reportedly been built within a sustainable fisheries core zone inside the Nusa Penida marine conservation area, where permanent construction is restricted.

Dharmadi questioned the long-term structural safety and environmental impact of building on the cliff area.

Earlier, Governor Koster identified at least five categories of violations in the project. These include:

  • Spatial planning violations, as the project is located within cliff and coastal setback zones without required recommendations or marine space utilization permits (KKPRL).
  • Environmental violations, due to the absence of an environmental permit for foreign investment activities.
  • Licensing violations, as the approved building permit (PBG) only covered a 563.91 square meter ticket building, not a 42-meter skybridge and an approximately 180-meter glass elevator structure covering 846 square meters.
  • Marine spatial violations, because concrete bore pile foundations were constructed within a marine conservation zone designated for sustainable fisheries.
  • Cultural tourism concerns, as the project is considered to alter the original character of the tourism site.

Based on these findings, the Bali Provincial Government and Klungkung Regency jointly ordered a halt to all construction activities, requiring voluntary demolition within six months and restoration of spatial function within three months afterward.

If the investor fails to comply within the deadline, authorities stated that demolition will be enforced in accordance with applicable regulations.

The six-month deadline continues to approach as monitoring and administrative procedures remain underway.
