DENPASAR, DEWATA.NEWS – Bali Governor Wayan Koster has proposed a new regional regulation aimed at improving tourism governance and addressing misconduct involving foreign visitors on the island.
The draft regulation, titled the Bali Quality Tourism Business Governance Bill, was submitted during a plenary session of the Bali Regional House of Representatives (DPRD) on Monday (April 6, 2026).
In his presentation, Koster outlined a range of issues linked to tourism practices, including violations at sacred sites, illegal activities such as drug-related operations, online prostitution, criminal acts, traffic violations, and unauthorized business activities involving foreign nationals.
“These practices are not good and must be addressed. They are part of unhealthy tourism practices,” Koster said.
According to the governor, the proposed regulation is intended to reinforce existing policies, including Bali Regional Regulation No. 5 of 2020 on Cultural Tourism Standards and Governor Regulation No. 28 of 2020.
“We are strengthening this through the new regulation to realize quality tourism in Bali that is culture-based and dignified,” he added.
The draft regulation focuses on three key principles: ensuring tourism quality, maintaining a culture-based approach, and preserving dignity in tourism practices. Koster emphasized that these principles are essential to protect Bali’s cultural identity from being undermined.
He also called on stakeholders not to be influenced by negative narratives that could affect Bali’s tourism image, noting that visitor numbers continue to show an upward trend.
Koster highlighted the importance of sustainable tourism management, stating that Bali’s economy relies heavily on the tourism sector.
“We do not have other major sources of livelihood. Bali must remain a tourism destination rooted in its culture,” he said.
The proposed regulation is expected to guide future tourism development while ensuring that economic benefits are aligned with cultural preservation and long-term sustainability.
