JEMBRANA, DEWATA.NEWS – Lawmakers in Jembrana Regency have launched an investigation into a villa development project in Pulukan Village, Pekutatan District, over concerns the construction may be located within a protected rice field zone.
The inspection was carried out on Monday (May 11, 2026) by Jembrana Regional House of Representatives (DPRD) Chair Ni Made Sri Sutharmi along with Commission III members led by I Dewa Putu Merta Yasa.
The project site, located in the Banjar Tinggi area, was found closed during the inspection, with no workers or property owners present.
Sri Sutharmi said the visit followed reports that the building was being constructed in an area suspected to fall under Bali’s protected sustainable agricultural land category, locally known as Lahan Sawah Dilindungi (LSD).
“We came directly to inspect the location because this concerns protected rice field land. We need to ensure whether all permits and procedures comply with existing regulations,” she said on Tuesday (May 12, 2026).
According to the council, the project area was fenced off and inaccessible during the inspection, preventing officials from obtaining direct clarification from the developer or landowner.
Following coordination with local authorities, Pekutatan District Head I Wayan Yudana confirmed the project had already obtained a Building Approval Permit (PBG) under document number SK-PBG-510103-30072025-001.
The permit reportedly lists the project as a villa or hospitality-related building development.
Sri Sutharmi said the council would further review whether the permit issuance and land use comply with spatial planning regulations and protected agricultural land policies.
“There is indeed a PBG permit, and the documents have been submitted to Commission III for further review. We still need to verify whether the permit complies with regulations, especially concerning protected rice field zones,” she said.
She added that the council would avoid drawing conclusions before studying all legal documents and land status details comprehensively.
Meanwhile, Commission III Chair I Dewa Putu Merta Yasa said the council would follow up through cross-agency coordination meetings involving the Investment and One-Stop Integrated Service Office (DPMPTSP).
The council plans to review the case based on Indonesia’s Law No. 41 of 2009 on Sustainable Agricultural Land Protection and Presidential Regulation No. 59 of 2019 concerning control over rice field land conversion.
Officials said the investigation would focus on the legality of the development, permit issuance procedures, land status, and compliance with spatial planning rules.
