Bali Ends Emergency Visa Relief for Foreign Tourists Affected by Middle East Flight Disruptions

BADUNG, DEWATA.NEWS – Bali immigration authorities have officially ended emergency stay permit facilitation and overstay fee waivers previously granted to foreign tourists affected by geopolitical tensions in the Middle East.

The policy had been introduced after international flight disruptions impacted travelers at I Gusti Ngurah Rai International Airport, leaving many foreign visitors unable to continue their journeys due to canceled flights.

Ngurah Rai Immigration Office Head Bugie Kurniawan said the special immigration measures were discontinued on April 15, 2026, following improvements in the global situation.

“We have monitored and handled this situation intensively. Based on the latest developments, as of April 15, 2026, the provision of Emergency Stay Permits and IDR 0 overstay fee waivers for affected foreign nationals has been stopped,” Bugie said in Badung on Wednesday (May 6, 2026).

During the disruption period, Bali Immigration collaborated with airport authorities and related agencies, including Angkasa Pura, InJourney, Customs, Immigration and Quarantine (CIQ), airport authorities, and foreign diplomatic representatives.

According to official data, a total of 12,278 passengers experienced departure disruptions from Bali as of March 30, 2026.

Previously, Bali Regional Immigration Office Head Felucia Sengky Ratna stated that authorities had issued 682 Emergency Stay Permits (ITKT) for affected foreign nationals.

Of those permits, 415 were issued by Ngurah Rai Immigration Office, 250 by Denpasar Immigration, and 17 by Singaraja Immigration. In addition, 242 foreign nationals received overstay fee exemptions.

Authorities noted that between February 28 and March 8, 2026, at least 40 international flights from Bali to Doha, Dubai, and Abu Dhabi were canceled due to the geopolitical situation in the Middle East.

At the time, immigration officials described the situation as a force majeure condition affecting international travelers.

“Bali Immigration was fully committed to providing fast and accessible immigration services for foreign nationals facing these extraordinary circumstances,” Sengky said in an earlier statement issued in March.

However, authorities also emphasized that strict supervision remained in place during the facilitation period to prevent misuse of emergency immigration policies.

Immigration monitoring was conducted to anticipate potential public order issues, social disturbances, or misuse of stay permits under emergency circumstances.
